Online Registration Website - Where to start?

I'm a Computer Science student from Philippines. Our school will be joining several events concerning Computer Science projects. From the list of events, I pick this one even though I have no knowledge about it. I really like challenging myself rather than doing something I already know.

And this is the event I picked: Online Registration Website

1.) What software will I be needing?
2.) Where to start?
3.) I need to submit the project on the 25th of this Month, will it be sufficient time to make a project like this? Or do I just back-out on the competition?

from what i know

1.you'll need a server, a datbase and a txt editor (for riting sql and php/asp code)
2. if you know php/asp start with the basic forms then go to accessing the database then to creating tables. after that the database then has to be maniuplulated for logins
3.you'll get a basic one down i think but it wont be fancy (if you work hard and if its from scratch)

I don't need something fancy, just some basic stuff will do the job. Anyways, it's just a competition for Newbies, something simple and working would be fine.
