I Believe MS Visio also designs UML related stuff, got to pay for it, but you might be able to get a student copy?

Rational Rose Realtime and Rhapsody are good, but they are professional quality, very expenseive programs. Usually, UML design devolves into drawing the diagrams. Visio has a good template for that.

Netbeans has a plugin for UML. I'm not sure how easy it is to use, but it is free so worth trying at the very least.
