What all do I need to know about conecting to and using one? What about finding/deciding on one to use?

I would think that most importantly you would need to know what a Proxy Server is, & why you need it. That will help determine which one is best for you.

all computers have a proxy if the have a network port and/or they have an OS with networking programmed into it

What is the intended use, why are you considering using an outside proxy server?

Be honest about this, If your trying to get around something just say so.
