vernam one-time details programming

i'm a student. about vernam one-time. i'm truly not understand about it. what i know is its for encrypt and decrypt message. but how to intro the programming? what software that i must use? i only learn the teory but i'm not see every examples of practical programming languages... oh, i really hope anybody can help me...
